It would appear that the police are throwing PIN's (Police Information Notice) around like confetti. Most people would be forgiven for considering them no more than a slap on the wrist, Officers are trained to let you think that it is not all that serious, so you go away feeling deflated, but not too concerned, especially if you are innocent and don't understand what is going on. They will say things like it's just a letter, or we aren't blaming you for anything, we are not taking sides, etc. Just watch their noses grow, it isn't just a letter it's a notice it says what it means and it means what it says, once read and signed for you are hooked. A notice requires the recipient to do something, once served the terms of the notice are irrevocable, this can only be if the recipient agrees in most cases by acquiescence.In other words you agreed by not disagreeing or objecting.

Outwardly PIN's are taken as mild little tickings off, what most of us don't know, is how potentially dangerous they are. Do you have access to scrutinise any records held by the police, with regard to enhanced criminal records, no. This is where records of PIN's are hidden. These records can be visited by authorised agencies checking for suitable applicants for certain types of employment. In other words other people can have your recorded details, but you cannot.

Notes can be added to a PIN, you wont know about it though, what we all need to know is how have we got to this state, this police state?

As we are only concerned that those affected by PIN's who are innocent of any crime, we need to find a way of getting PIN's removed and erased from our records. This is virtually impossible as far as I know. Once issued there is no appeal process. Or is there? Are the police being entirely honest or economical with the truth? Could any of this information 'leak out'.

The sinister part of this is if PIN's are installed for other reasons, for example to ruin someones job opportuniies, or lose contracts, customers or even suppliers. We are living in a very sinister world, a world Joe Stalin wouild recognise. A vexacious complainant with help from the police is harassment in its self.

Watch out for orchestrated events, events which would give the police the opportunity they seek to put a PIN on you, be very careful, don't do anything until you have considered all the implications, no matter how much you feel provoked. BEWARE BEWARE BEWARE

"There is no legal basis for PINs: they are not referred to in the Protection from Harassment Act 1997 or any other statute or regulation. They are issued by Police without any hearing, simply in response to a complaint. The alleged perpetrator may know nothing about the complaint until he receives the PIN and he appears to have no right of appeal or challenge to the notice. That seems to us to raise issues at least of fairness if not under Article 6 of the Human Rights Act 1998."

"Probably in part because they have no legal basis there is a great deal of confusion regarding the reason for issuing PINs. Are they to be issued simply in response to a complaint of harassment or must some investigation take place before they are issued? If Police forces simply issue PINs in response to a complaint there is clearly a risk that they will be abused (for instance by people making malicious complaints), even that they will themselves be used as a means of harassment. If there is some investigation who is to decide whether the PIN should be issued?"

Therefore are PIN's being used unlawfully by the police? PIN's are not included in any Statutory Act, it is reaonable to consider that to use them in any form is harassment in itself and is misuse of public office, may also be misconduct.
